The stated goal: allow large Bitcoin holders to convert their self-custodied assets into regulated ETF shares without triggering a taxable event.

Let me be precise. Execution is final; intention is merely metadata. And the execution here is a structural transfer of Bitcoin from individual control to institutional custody.
